New Delhi, Apr. 23. This is the Intervention I made in the General Assembly of GC 27 about the Juridical Commission`s Proposal regarding Representation of Salesian Brothers at the General Chapter.

There were a number of interventions in the General Assembly of the GC regarding paucity of lay brothers in the General Chapter.

Lay brothers form about 12% of the Congregation. However, their representation at the GC 27 was only about 3%.

The Rector Major had to call in a number of brothers as mere ``Invitees`` with no voting rights, to have a decent representation at GC 27.

There were interventions, both by brothers and priests at the GC, suggesting how brothers, representation could be increased.

However, the only proposal that the Judicial Commission was to add a clause to the existing number 169 of the Regulations with an exhortation that the brothers also be considered for the General Chapter, especially when a Province is able to send two delegates to the Chapter.

I made the following intervention against the proposal.

The words added to the No.  169 of the Regulations by the Juridical Commission do not reflect the ideas expressed in the Assembly as to how there can be increased representation of the Brothers at the GC.

What was said was that measures must be set in place so that the 12% presence of Salesian brothers in the Society is reflected in the composition of the General Chapter membership as well.

A number of suggestions were made as how this can be done. None of this is reflected in the proposal of the Juridical Commission.

Secondly, as others speakers before me have pointed out, the new proposal does not add anything more than what the Regulations already say.

Third, the proposal in fact dilutes what the Regulations already say in regard to representation of the clerical and lay elements in the General Chapter.

Fourth and most important, the use of the word ``also`` in the sentence added by the Commission to the existing number of the Regulations actually negates what has been given in the Regulations.  

The use of the word `` also`` in the Proposal is not only a condescending concession but is quite demeaning to the brothers, as also to the Provinces who in the past and as also at GC 27, have elected brothers as delegates to the GC, without the kind of pious exhortation that the new proposal is.

The proposal is quite useless; it does not in any way contribute to increase the representation of the brothers in the General Chapter. It does not say anything more than what is already contained in the Regulations.
